Org. Setting and Reporting

This position is located at the UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP) in Bangkok, Thailand. The incumbent will work under the overall guidance of the UNODC Regional Representative for Southeast Asia and the Pacific and the direct supervision of the Programme Coordinator of ROSEAP, both based in Bangkok.

Responsibilities

Within the assigned authority, the incumbent will perform the following specific duties:

  • Maintain a current knowledge of substantive and operational developments in all UNODC mandate areas and related trends at the national and regional levels in Southeast Asia and the Pacific;
  • Act as focal point for ROSEAP internal consultations for the development of integrated proposals to be submitted to beneficiary countries and donors;
  • Conduct background research on topics assigned (all UNODC mandate areas) for the development of project proposals, and coordinate the drafting of those proposals when required;
  • Review all ROSEAP project proposals prior to submission to beneficiary countries and donors, with particular attention to the incorporation of human rights and gender considerations;
  • Participate in assessment missions and undertake missions to UNODC Programme Offices to support the development of nationally-focused project proposals of particular significance;
  • Take stock of good practices in programme/project development, share knowledge with colleagues about new approaches, and support collaboration among various project teams;
  • Provide support to ROSEAP fund-raising efforts, particularly through donor mapping and targeted outreach to local donor representations or capitals;
  • As part of the UN system reform, act as focal point for ROSEAP for the development of Common Country Assessments, Sustainable Development Cooperation Frameworks and any joint UN endeavour initiated/coordinated by UN Resident Coordinators’ Office;
  • When required, support the implementation of new initiatives during their inception phase and provide ad hoc support to project teams for the implementation of their activities during surge periods;
  • Draft talking points and background notes for ROSEAP management for missions/meetings with external counterparts, as required;
  • Contribute to UNODC publications, studies and reports by conducting research and drafting sections of those documents;
  • Perform other work-related duties as required.

Education

  • Advanced university degree (Masters’ degree or equivalent) in law, international relations, security studies, international development or related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible professional work experience, including at the international level, in the areas of crime prevention and criminal justice is required.
  • Significant project management experience, including in the field, is required.
  • Field-based work experience in technical cooperation and programme/project development to build the capacities of foreign officials in the area of criminal justice is required.
  • Work experience in Southeast Asia and/or the Pacific is desirable.
  • Work experience with governmental or intergovernmental organizations on criminal justice or counter-crime issues is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United National official language and/or an East or Southeast Asian official language is an advantage.
